If the GOP was true to their supposed mission (that being small government) this would not even be a question for them.
I still think the way to do it is to just eliminate government marriages completely. The government would only issue Civil Unions to gay and straight couples. They can then let their church sanctify it as marriage if they want to. Otherwise the government benefits are the same.
